CONTAXT:-
At 11'th Arctic council ministerial meeting held at Rovaniemi in Finland , India was re-elected as an observer to intergovernmental Forum Arctic council.
ABOUT ARCTIC COUNCIL:-
# 1996-Ottawa declaration.
# It is an intergovernmental Forum which address issues faced by the Arctic government and people living in the Arctic region.
# It Is not a Treaty-based international Organizations but rather an International Forum that operates on the basis of consensus.
# The decision , recommendation or guidelines of the Arctic council are non- enforceable and strictly the prerogative of the individual state.
# It mandate explicitly excludes military security.
# The chairmanship of the Arctic council rotates every two Years among the Arctic states.
# The council has members , Ad-hoc observer countries and "permanent participants".
MEMBER:-
Ottawa Declaration declares Canada , The Kingdom of Denmark , Finland, Iceland, Norway, The Russian Federation, Sweden and The United States of America as a member of the Arctic council.
THE PERMANENT PARTICIPANTS:-
The six additional Organisations to represent Arctic Indigenous people have status as Permanent participant.
